Personal Care Partners Founder and CEO Judge David Bell

Experienced judge David Bell has served as the chief executive officer of Personal Care Partners, LLC, in Gretna, Louisiana, since the company's establishment in 2011. He manages all daily operations at the regional healthcare company, including administrative scheduling, payroll, and growth and market analysis. Judge David Bell has driven expansion at Personal Care Partners through mergers and acquisitions of other health care businesses, resulting in a multimillion-dollar company.

David Bell served as the vice president of operations and legal counsel for the New Orleans Business and Industrial District from 1995 to 1998. He spent nearly a decade as the managing partner of a New Orleans law firm specializing in family law, criminal law, educational advocacy, and government work. He stepped away from the firm after becoming a chief judge with the Orleans Parish Juvenile Court in 2004.

David Bell studied law at the Southern University Law Center in Baton Rouge, earning his juris doctor. He earned multiple scholarships and joined the Alpha Phi Alpha fraternity. Since 1998, he has taught political science and criminal justice as an adjunct professor at Southern University at New Orleans.
